session
SessionStart hook: report harness drift, per-session HARNESS_* overrides, and the handoff, and check declared framework integrations without modifying repository configuration.
What it does
It also records, silently, which agent definitions this session's registry holds, because the tool loads that registry once at process start: posture.sessions_dir says why, and the spawn hook reroutes only to a worker the record names.
Silent when there is nothing to say, so a clean session costs no context. Never fails.
When it runs
The policy answers on SessionStart. It runs
in every install.
It has no settings entry of its own: harness sync registers one dispatcher command per event, adapters/claude-code/hook.py, marked harness:runtime-sessionstart in your settings.json.
That dispatcher routes each call to the policies its event and tool need and composes their answers; session is the policy's id in OWNERSHIP.json.

Only a new process has a new registry — the tool loads agent definitions once and does not
reload them — so `clear` and `compact` leave a record alone rather than restate it from a
disk that has changed since.
`startup` is that new process, and writes what is on disk. `resume` may not be: the event
is also raised when a session that is already running resumes in place, whose registry is
still the one it loaded. So a resume may only ever narrow — the record becomes the names
common to it and the disk — and it creates nothing, because a record it invented would
claim a registry nobody observed. Narrowing can only ever refuse a reroute, which is the
invariant: a reroute never turns a spawn that would have worked into one that fails.
The shape and the write are `posture.py`'s, which is the copy the spawn hook reads. Best
effort throughout: a session never fails over a record.
