What it does

Advisory only — never blocks a tool call, never rewrites its result. Subagent returns already arrive wrapped in a notice of this shape; Bash, fetch and read results do not. Patterns match a once-lowercased copy, which is several times faster than scanning the original case-insensitively; only the uppercase directives need the original.

When it runs

The policy answers on PostToolUse. It runs in every install. It has no settings entry of its own: harness sync registers one dispatcher command per event, adapters/claude-code/hook.py, marked harness:runtime-posttooluse in your settings.json. That dispatcher routes each call to the policies its event and tool need and composes their answers; neutralize is the policy's id in OWNERSHIP.json.
